He is not, Robert - try to keep up. 
He proposes lowering overall rates by cutting corporate welfare to favored industries - keeping the tax collected roughly the same. The reason he doesn't simply remove the loopholes is that he would like to see the recession recede and more people hired.

Pretty hard for outsiders to save a country from itself. If they could, the only reason to start with Somalia (as opposed, say, to Zimbabwe or North Korea) is that the Somalis might be almost too weak to mount an effective resistance.

The dumbocrat president has proposed a massive lowering of corporate tax rates, paid for by removing corporate welfare.  Watch the retroblicans squirm to oppose reducing corporate tax because they dd not propose it, especially those in the pockets of those industries that will lose their corporate welfare.
