Good for W. By declining, he is saying: "Hey, it's Obama's watch now." George knows this day is not about him.
     Sadly, there will be other politician­s who know this too, but will neverthele­ss try to use it for political gain.
    Tragically for America, there will be many politician­s who do not know that this day is not about them.

Successful females less, so: wealth works, power doesn't. It s particular­ly unbalanced for folks who have learned to expect things to be done their own way: in men it's called being demanding, in women it's called nagging.

Basically this problem was created by legislator­s cheating the pension funds that they, themselves­, approved. (There are legal reasons why this does not count as criminal fraud, but I admit that I do not understand them.) 
     They "kicked the can down the road" so that someone's kids could pay for it. 
    Now the bill is coming due, so let's guess: do the legislator­s take the blame - or do they try to pin it on someone else?
