Sorry? Community service is a punishment?
I always thought that serving one's community was an honour. I would have thought that charity - giving people money in exchange for no contribution, was a greater punishment.
The reason some offenders are told to do community service is to re-integrate them into the community they have offended, not to punish them. It makes the community, who see them doing useful work, feel better about them - and it turns them into contributors who can feel good about themselves.
